Since 2009, the Clements Legislative Study Program has been key to TCCRI’s mission of preparing future conservative leaders. The Class of 2021 continues this tradition, featuring exceptional students with diverse aspirations in law, federal policy, and service here in Texas. These Scholars gain invaluable, firsthand experience at the Texas Capitol, working alongside legislators and public policy experts. With their remarkable talent and unwavering commitment to principles like limited government and individual liberty, this group ensures a bright future for the conservative movement.

Stefan Garza

Fair Oaks Ranch, Texas

Texas State University

Senator Larry Taylor

Stefan Garza is a junior at Texas State University majoring in Political Science with a minor in Business Administration. He is an initiated member of the Pi Kappa Phi fraternity. He plans to attend law school following his graduation from Texas State with the hope of being accepted into St. Mary's Law school in the Fall of 2022. Stefan was a swimmer in high school and was even elected captain on the Varsity Swim Team. He graduated from Boerne Samuel V. Champion High School in 2018. Stefan was born in San Antonio and raised in Fair Oaks Ranch, Texas.

Brady Miller

Longview, Texas

University of Texas at Austin

Representative Jay Dean

Brady Miller attends the University of Texas at Austin where he majors in Government and Sociology.  Brady grew up in Longview, Texas, where he attended Longview High School, graduating at the top of his class while being involved in a number of extracurricular activities.  Brady played football throughout high school and was a member of the 2018 UIL 6A State Champion Longview Lobos.  Throughout high school, Brady was also a state officer and national parliamentary procedure competition winner in the Technology Student Association.  Since coming to UT, Brady has been an officer on his Residence Hall Council and is the Online Content Editor as well as a Staff Writer for the Texas Undergraduate Law Review.  Brady will graduate in Spring of 2022 and hopes to attend law school to pursue a career in criminal law.

Gray Rutledge

New Braunfels, Texas

Speaker Dade Phelan

Gray Rutledge is a seventh generation Texan. Being a part of the generation that will work to solve the most important issues of our time is incredibly important to Gray. This internship is his first opportunity to become part of that. He graduated from Texas State University in December 2020 with a major in Public Administration and a certification in Geographic Information Sciences. Gray is discovering a passion for healthcare policy and hopes to contribute to a better vision for future generations of Texas students.

Tamon Hamlett

Wilmington, Delaware

University of Houston

Representative Valoree Swanson

Tamon Hamlett was born in Baltimore Maryland, grew up in Wilmington Delaware, and started college in Houston Texas. He is currently a sophomore at University of Houston, majoring in Political Science (B.S.). Coming to Texas, Tamon knew immediately that he had to do everything he could to fight for conservatism. Tamon served as a Harris County Republican Precinct Chair, officer for UH College Republicans, campaign activist, and Presidential Elector for Texas. He feels it is a dream come true to begin learning about the policy process and having the opportunity to be part of the process that makes policy priorities a reality.

Carter Moxley

Bakersfield, California

Representative Phil King

Carter Moxley was born in Bakersfield, California, and grew up in Brock, Texas. He is currently a freshman Government major at The University of Texas at Austin on the Pre-Law track. Carter is a member of UT Austin Youth Conservatives of Texas and Turning Point USA chapters. Before attending UT Austin, Carter found himself a very involved student organization leader in the Future Farmers of America, Student Council, and National Honor Society Chapters. In the summer of 2019, Carter attended the American Legion Texas Boys State, hosted on the UT Austin campus, and was elected as the Federalist nominee for Comptroller of Public Accounts. Before attending The Academy, Carter served as a Campaign Intern for Congressman Chip Roy of the 21st Texas Congressional District, a district retained by the Republican Party. This past semester, Carter was selected to be an Undergraduate Fellow at the Austin Institute for Culture and Family Studies, serving in a college student think-tank discussing Big Tech’s effect on the modern family unit. Over the past summer, Carter worked as a Cashier for H-E-B in Hudson Oaks, Texas, and was nominated for the Bob Brandt Customer Service Award. Carter served as the senior UIL Debate for Lincoln-Douglas and Congress events and was the first member of those teams to advance to State for Brock High School. Currently, Carter is a legislative intern for Representative Phil King of District 61 in the Texas House of Representatives and a newly inducted Clements Scholar.

Taryn Taylor

Henderson, Texas

Senator Bryan Hughes

Taryn Taylor is a Henderson, Texas native. She graduated from Henderson High School in 2019 in the top ten percent of her class. She was a cheerleader and a member of the National Honor Society. Taryn was also an active FFA member where she was elected vice president, showed livestock, and participated in speaking events. During high school, she was enrolled in dual credit at Kilgore College. Taryn is currently a junior at Stephen F. Austin State University where she has maintained a 3.6 GPA and named to the Dean’s List of Political Science the last two semesters. She is majoring in political science with a minor in business communications. Upon completing her undergrad, Taryn plans on attending law school.

Tayler Kennedy

El Paso, Texas

University of Texas at Austin

Representative Dustin Burrows

Tayler De La Cruz Kennedy is a senior at the University of Texas at Austin.  She will receive a Government and History Honors degree with a Business in Spanish certificate in May of 2021. Tayler has been working for Chairman Dustin Burrow’s office as an intern since the spring of 2019 and will be working for him full time during the 2021 legislative session. Tayler is the president of the University Residence Hall Association (URHA) since the beginning of her junior year in 2019. Prior, she was a URHA senator through her freshman and sophomore years. She works with University Housing and Dining (UHD) to run on-campus housing. In addition, she is a member of the Student Endowed Centennial Lectureship and the One Texas Committee. The former committee brings a speaker to UT each year while the latter committee is responsible for nominating a Student Regent candidate to present to Governor Greg Abbott. Before COVID, Tayler was a UHD Real Estate and Development Consulting Services Project Board Member. She has a passion for learning about the law and public policy and is excited to learn more during this legislative session through the Clements Program. Tayler is currently applying to law school and is excited to see where her experiences lead.

Braden Roehling

Brenham, Texas

Blinn College

Senator Lois Kolkhorst

Braden Roehling is currently an 18-year-old Sophomore at Blinn College. He is passionate about fiscal responsibility and individual liberties. Braden’s favorite quote is “Public life is the crown of a career, and to young men it is the worthiest ambition. Politics is still the greatest and most honorable adventure”. His future plans are to transfer to the University of Mary-Harden Baylor to pursue a bachelor’s in political science. This will be his second time in Senators Kolkhorst office. He is looking forward to an eventful and productive session!
