TCCRI writes in support of the Environmental Protection Agency’s (EPA) proposed rule related to the State of Texas’ Underground Injection Control (UIC) program revision application.

We write in support of the Environmental Protection Agency’s (EPA) proposed rule related to the State of Texas’ Underground Injection Control (UIC) program revision application. As you know, the Texas application requests primary enforcement responsibility for Class VI injection wells under the Safe Drinking Water Act (SDWA) of 1976. Adoption of the proposed rule would allow the Railroad Commission of Texas (RRC) to regulate Class VI injection wells used for geologic carbon sequestration.
By way of background, in recent years, Texas has solidified itself as the nation's number one energy producer. From crude oil and natural gas to wind and solar, Texas produces more energy than any other state. In 2023, “Texas accounted for 43% of the nation's crude oil production and 27% of its natural gas gross withdrawals.” In 2024, the state reached record-setting volumes of oil and natural gas production, producing over two billion barrels of oil and 12.62 trillion cubic feet of natural gas.
